Journalists–Law Enforcement Workshop in Burao
1. Introduction
The Somaliland Journalists Association (SOLJA) held a one-day workshop in Burao, Togdheer Region, under the theme Enhancing Engagement Between Journalists and Law Enforcement. The workshop aimed to build understanding and collaboration between the media and the police in addressing recurring conflicts, including journalist arrests. This workshop followed a similar session previously conducted in Erigavo, Sanaag Region.
The event brought together 30 participants, including journalists from regional media outlets and officers from the Togdheer Regional Police.
2. Objectives

- To reduce tensions and misunderstandings that often lead to the arrest or detention of journalists.
- To promote a rights-based approach and mutual respect in the exercise of press freedom and public security.

The workshop included presentations and interactive discussions facilitated by SOLJA’s regional representative and local experts. Topics covered included:
The role of journalists in informing the public and promoting accountability.
The legal framework governing media and law enforcement practices.
Best practices for handling media–police engagement during public events or sensitive reporting.
Opening remarks were delivered by:
Governor of Togdheer Region, Mohamud Ali Saleban (Ramaax), who emphasized the need for trust and open communication.
SOLJA’s Regional Representative, Shakir Abdi Ahmed, who highlighted SOLJA’s continued efforts to protect journalists’ rights while encouraging professional conduct.

Participants agreed that misunderstandings between law enforcement and the media can be minimized through clear communication, legal awareness, and regular engagement. SOLJA reaffirmed its commitment to supporting both journalists and police in building a professional working relationship that benefits the public interest.
