Concern Over Ex-Chairman’s Flight and Growing Intimidation Against Journalists.
The Somaliland Journalists Association (SOLJA) issues this public declaration to raise serious concern over the recent departure from the country of its former chairman, Mohamud Abdi Jama (Xuuto) a respected journalist and political analyst who has sought safety abroad (Addis Ababa) amid rising pressure and fear of arrest.
According to interviews Mr. Xuuto has given to various media outlets, he made the difficult decision to leave Somaliland after being summoned by the Criminal Investigation Department (CID). He claims the summons was tied to his professional work specifically, posts and reports he shared on his Facebook page that addressed national affairs. The lack of clarity around the CID’s intentions and the timing of this action has understandably raised alarm within the media space.
What makes this situation even more troubling is the reported intimidation directed at Xuuto’s family. Their vehicle was stopped, held without explanation, and later released, while his family members were inside. Such actions go beyond legal or investigative procedures; they signal a disturbing shift toward pressure tactics that aim to silence not only journalists but those close to them.
This incident is not isolated. In just the first months of 2025, at least 15 journalists have been detained across Somaliland an increase that cannot be ignored. This pattern undermines our constitutional rights and damages the democratic foundations Somaliland has worked hard to build.

- Strongly condemns any form of harassment, intimidation, or unjustified legal action against journalists.
- Expresses deep concern over the forced departure of our former chairman due to fear for his personal safety.
- Urges all state institutions and law enforcement bodies to act within the bounds of the Constitution and respect the freedom of expression as guaranteed under Article 32.
- Calls upon civil society, international partners, and press freedom organizations to monitor these developments closely and stand in solidarity with the independent media of Somaliland. Freedom of speech is not a threat to peace and security. Journalists must be able to carry out their work without fear, interference, or retaliation.
